Dubai Marina towers and moored yachts

Short answer: from Dubai Marina you can see the Marina skyline, Ain Dubai, JBR, the Palm Jumeirah, Atlantis and the Burj Al Arab in one outing, and we offer six ways to do it: a speedboat (from 1 hour), a yacht cruise with BBQ (2 hours), a slide and pool yacht (3 hours), a sunset party and a night party with a DJ, and a private luxury yacht for up to 10 guests. This guide compares them, explains in plain language how tourism boats are licensed in the emirate and lists what is included.

How tourism boats are regulated in Dubai

Dubai regulates its vessels through Law No. 11 of 2010 on the licensing of maritime vessels and its implementing bylaw, Executive Council Resolution No. 11 of 2013 (amended in 2020). We read the bylaw on the government’s legislation portal. In plain language:

  • Every vessel must be licensed and registered with the maritime authority (then called the Dubai Maritime City Authority, now the Dubai Maritime Authority), and the licence runs for one year.
  • Crew need permits: no one may navigate or work on board without a valid permit, with minimum ages of 16 for pleasure vessels under 12 m and 18 for those of 12 to 24 m.
  • Tourist vessels may only be licensed to tourist establishments licensed in the emirate, and chartering activity requires its own licence.
  • Safety: operators must not carry more people than the authority authorises, must provide life jackets and safety equipment, and must hold comprehensive insurance. Navigating under the influence of alcohol or drugs is prohibited.

We have not verified individual vessel licences; you can ask the operator at booking. The bylaw does not name specific routes or landmarks, so everything the boat shows you is decided by the skipper on the day.
